That puts a hitch in that idea. Running 3.0 software on the 3.1 ROM may work, but may cause a few problems too.

You can run 3.0 from an A1200 on an A500, I did it for a while.
 
There are multiple ways to do it: eprom, mkick/skick or maprom from an accelerator.
 
Using 3.1 disks with a 3.1 rom is going to be better though.
 
If you have workbench 3.1 & extras 3.1 then you can use crossdos to transfer files from a PC. You need to find a dms image for the install disk & the dms executable, put it on a 720k pc floppy, mount it on the amiga and then write the dms to repair your install disk. You might need two floppy drives. If you can't find a dms of the install disk then you can use winuae to run dms to create one from an adf.
