Amiga 1200 is 14mhz as standard, so it's a marginal increase in speed.
 
However the 68EC020 in the Amiga 1200 can't access more than 16mb of ram (and you lose some of that to rom and custom chip registers).
 
Just adding fast ram will make an A1200 faster, as it can't run full speed with only chip ram. The extra 2mhz you might not notice, but without that 68020, you can't have 128mb of ram.
 
The 030 is quicker, has an MMU and can map the rom into ram (which also makes it quicker). It's more expensive, but if you want the speed then it's worth it.
