The rating of the CPU says how fast it can run safely, not how fast it will run. It still gets its sync from the 28MHz clock divided, so will run at precisely the same speed (and no, you can't change the clock as it'd naff up the entire chipset bus). You need a special clock-doubled 68000 to run at 14MHz.
