It´s just a way for not paying Ebay fees, as Ebay charges 5% of the highest bid but not on shipping fees. So he will have to pay 5% of 1 USD instead of 5% of 80 USD. That does make a financial difference, doesn´t it
That´s like me selling a 128 Mb module for 10 euro and charge 25 euro shipping instead of 26 euro and 9 euro shipping, which is actually the same amount of money at the end ...
Or like this auction about a Warpengine 040/40 which I bought at a fair price (inclusive shipping) but the card didn´t work and the seller didn´t refund me and PayPal said there wasn´t enough money on the seller´s account to refund me ...
