I'm sure I can get it working (I've revived "dead" Amigas before), but I have no means nor time to test it right now.
I am sure you can, but you realize you will lose a lot of money since this setup is current NOT working. You will take a loss and have to sell it as Not working or parts...
My suggestion? Find the means to test it and make sure it works, you will get back all your money if you do this. If not... You will lose over half what you paid for.
