I wouldnt say its easier, the boards take a lot of the heat away and make desoldering the old cps difficult. I would do it if you want to be 100% sure it will last. That being said I have also done a lot of the other components on my 500 and 2000 boards as well as caps.

As for the PSU, 100% yes!!! Those things are old and I have seen several kill machines as a result.

No, only because so many versions exist. Its easy to open it up and read the numbers off them though. Just use DigiKey to order them and you are set.
