even such card have lot of useless heatsinks because such card don't need heatsinks

It's necessary if you overclock it - Permedia 2 runs quite hot. Whopping def. 90 MHz (or something like) to about 100 MHz; I did it using a fan but didn't gain much as pic quality decreased quite soon.
