Vilintuisup.library has nothing to do with P96, it belongs to old Picasso software, which should be eradicated before P(icasso)96 (from Aminet) is installed.

Can you see the PII as working on early startup menu? There is nothing to tinker with the board address, it's just for Warp3D. Tried other Zorro slots? How much memory in ZorroII space?

Principally you should be able to test it in A4000 besides another card, PIV for example, if you get PII monitor file to the Devs/Monitors. And you can have settings for several monitors and use them individually. The same settings don't work well for PIV and PII, as where PIV tolerates 135/85 MHz, PII tolerates 85/55 MHz; usually 8bit doesn't overstress PII. I had once PIV, CV64/3D and PII+ working together - a very long list of available screenmodes...

Of course just 8 MB ZII space is available but probably the accelerator doesn't use that space. The old Picasso software allows to use segmented mode, where just i/o space is used by PicassoII, but I think it's slower than slow.

The GVP card does have 8 MB ram and the 2091 SCSI card has 1 meg.

If that works, the accelerator memory must be in ZorroIII space and PicassoII should work without memory reduction. But Showconfig, Sysinfo or something similar could be used to confirm, where the 8MB of memory is addressed.

If I take only 2 Mb off the 030 card to leave 6 in total the system still seems to address 8MB.

Seems your accel card is an older one that addresses to ZorroII. As PicassoII takes 2 megs space, with 6 megs memory your 8 meg space is full. P96 doesn't work with segmented mode jumpered PicassoII. No other reason why P96 shouldn't work when Picasso original software works. But the original must be carefully removed before P96 is installed.
