Some early starting program is trying to open its own screen before Workbench is loaded. Check your startup-sequence and/or user-startup, perhaps also WBstartup. Which RTG program do you have, CGX 3/4 or P96? Don't say you have the original Picasso software...

You can put temporarily for the first line of startup-sequence so you can see where the script stops and kicks that intuition message on the screen.
