How old is the PSU? It might time to put in a new one.
Otherwise perhaps some components (like resistors) on the motherboard are burnt.
You should get a notebook out and try all different combinations of expansions... I remember I had Cyrix 686 board that wouldn't work after trying everything I found the quad speed CD-ROM was conflicting.
