No, that device just make it so you don't need to run cardreset in startup-sequence which may shave a fraction of a second off your boot time.

It also allows you to attach a reset switch to your computer. Perhaps it is a deeper reset than ctrl-amiga-amiga.

To get rid of the 8mb issue you need to get an accelerator with proper 32bit ram.
