No, and why would you? As cool as OS 3.1/4 was it's been in development stagnation for years. There are a number of free and commercial operating systems that have gone way beyond its capabilities. I like OS 3.0 on my A1200 but would I run it on modern hardware? Not really, besides just to say I did.
