My company has a similar thing - I presume it's either because of risks of viruses, or dodgy programs which might cause conflicts or make things unstable. Or possibly licensing issues as patrick says.
Although rather amusingly, the exact wording says that we're not allowed to use "shareware or public domain software", which seems to suggest legally obtained commercial software would be okay - but also, the vast majority of freely distributable software, since most of it isn't public domain in the proper sense of the word.
