This is going to sound pretty silly, but here goes...
My CDTV used to act like this from time-to-time & re-seating of the custom chip responsible for the remote (I think?) fixed it.
You are looking for a large socketed chip located pretty much directly above the CD mechanism.
Mine was probably messing up due to the chip being modified (piggybacked socket soldered on for mouse/joystick mod) & not seating correctly or legs dirtied with un-cleaned flux, but no harm in you re-seating yours to see if it helps.
The sort of fuse CLS2086 is talking about often looks just like a solid green coloured resistor, not like a "normal" fuse...but maybe you already knew that...just saying.
