Do you have OS3.9 ? Then use the OS3.9 installer to create an emergency disk and copy pci.library to the disk manually.

For those who don't own OS3.9 I've made a shell script which creates a simple boot disk with Picasso96 drivers. Tested with WinUAE/OS3.1/uaegfx and A4000/OS3.9/Mediator/Voodoo3.

Call it with execute makep96boot in a shell window and have a formatted empty floppy disk in the drive.
