Kickstart 3.1 does not support CD drives. You should boot from your OS 3.9 emergency disk and install 3.9 onto the empty partition. No need for 3.1 and 3.5.

If you don't have an emergency disk, you need to install IDEfix and create one. You won't be able to access the CD drive without IDEfix or AsimCDFS. Only OS 3.5 and 3.9 support CD drives on the IDE bus without 3rd-party software, not 3.1.

Yes, that's true. If it's an A2000, then it's dependant on the controller's firmware. Most 3rd-party SCSI and IDE controllers do support CD drives.
