No, it does not work. The built-in IDE driver does not recognise CD-ROM drives.
You need IDEfix to begin. IDEfix has an installerscript that does all for you (provided that you have the hardware installed all correctly).
Without a running CD-ROm drive you cannot install OS3.9, so you need at least the demo version of IDEfix on the first run.
