Locale (language) does not matter. You can use English language with German keyboard. The keyboard layout can be changed with Prefs/Input. Choose the "D" keymap to activate the German layout. If there is no D, copy it from Storage/Keymaps to Devs/Keymaps first.

No key combinations are needed to activate the umlauts.

Once the German keyboard layout is active, you can use the Alt key to return to the English layout. For example press Alt-Ä to get a ' sign.
