For OS 3.9 you need the Multimedia CD which comes with the Mediator board. If you don't have it, ask the seller for it. The board does not work without the drivers from the CD. The CD belongs to the board.
Also you should ask the seller to unregister with Elbox so that you can register. Then you get all the latest drivers sent by them automatically.
On the CD there are several directories with Voodoo drivers. Each directory contains instructions how to install the drivers. IIRC the document "Voodoo4&5.guide" is the one to read. It applies to the Voodoo3, too.
