You shouldn't use the Amithlon CD for WinUAE. Get a real OS 3.9 CD, for example from here.

Original OS 3.9 does not ask for cdrom.device. That's part of Amithlon (a.k.a. AmigaOSXL).

Some old CD drvier packages also used cdrom.device. But there is no such thing on WinUAE and it does never appear during installation of OS 3.9 (unless you did something very strange).
