Without a device on the internal IDE port, the Amiga needs up to 30 seconds before it starts to boot. Just wait a little longer.

It doesn't hurt to check, but I don't think this is the problem. If it was the case, then the machine would not stick on a black screen for a while and then start to boot, but it would crash and reboot and crash and reboot and so on. You should at least see the power LED blinking.
