You have replaced the original Installer program by an older version. Copy Installer from the OS3.9 CD to Sys:C and Sys:Utilities.

if you unpack boingbag 1 with unarc it's likely that will cause a problem which you now have

That's not true. The only problem UnArc has is with files with spaces in their names. BB1 can safely be unpacked with the orignal UnArc program. (I didn't check the Contributions drawer, though.)
