I have 3.9 also but it is my understanding that I need to jump through the 3.1 hoops to get 3.9 installed.
No, you don't need 3.1. You only need access to the CD ROM drive. Then you can run the OS 3.9 installer and create an emergency floppy disk. With this emergency disk you can install 3.9 from scratch, no other OS is needed.
You need Kickstart 3.1, though. OS 3.9 will not run with Kickstart 3.0.
