I don't think so. The Mediator should work without a gfx card, too. To test it, delete pci.library. Without it the Meidator does not even try to initialise. I guess it crashes with 68040.lib even then. Could it be that you've got a 68060 accelerator and not a 68040 ? 68040.library does not work with a 68060.
If this is not the cause, then try to boot with 68040.library and with pci.library but without any PCI card. It should then boot normally.
If you don't get it to boot with 68040.library, then you've got a problem. Why did you delete it in the beginning ? There should be no reason for that. A 68040 runs ony in (slow) compatibility mode without that lib.
