Remove the CD0 icon from Devs/DosDrivers (move it to Storage/DosDrivers). Then reboot and check if the SCSI bus still hangs when you insert a data CD-R. If so, then it is probably the firmware of the CD drive which does not support CD-Rs.

BTW, are you able to recover the hang situation by ejecting the CD ?

If the SCSI bus locks up just by inserting a CD, without any driver being installed, then it is an issue of the CD drive. The firmware probably does not support self-written CDs. So try another drive.

BTW, did you fixate your CDs (lead-out) ? Without fixation the CDs might lock up any drive. In this case is not the drive's failt but yours, not following the specifications.
