No, definitely not. OFS cannot handle partitions larger than 8MB. With Kickstart 2.0+ the FastFileSystem is in the ROM, so it is not needed on the disk.

I cannot say why AR does not recognise the HDD, probably because it is too old or too hacky.

The FastFileSystem file is on the Install disk (the same disk HDToolbox is on) in the L directory. You can install it using the Add/Update button in HDToolbox. If you boot from the Install disk, it finds it in the default location. If you start HDToolbox from the installed HDD it should find it either.

If you partitioned the entire 9gigs you'll learn a lot more soon.

AmigaOS can only address the first 4GB of the drive. If you have partitions or parts of partitions beyond the 4GB border, the address is wrapped around and the data is written to a location below the 4GB border. So multiple partitions share the same space which will create problems soon.
