Sure, just like any other 1200, boot up while holding down both mouse buttons and pick "NTSC."  There's probably another way, but I've only ever used it in PAL mode since that's what most of the games floating around require.

The RGB to S-video adapter from Amigamaniac would work perfectly to connect a PAL A1200 to an NTSC TV.
