I know there are joystick to mouse drivers for PC, never looked into it for Macs.  For the Arkanoid game in particular, I'd try zooming in with your browser to make the game larger if your G4 will handle the scaling (Firefox supports this, not sure about Safari) and possibly lowering the mouse sensitivity.  Much more playable that way.

Emulators generally expect input from a joystick device, web browsers don't. ;)  However, here's one piece of software for Mac. http://www.orderedbytes.com/

I'm sure there are others as well.

Might be worth giving Firefox a shot and seeing if the behavior is any different.

It sounds more like Minuous doesn't get that you're trying to play games in the Amiga.org arcade, and his suggestions of finding emulators will not help to that end.
