If it's a standard AT power supply then by definition it would have to have a phyiscal switch. Be it on a cable in the front bundle or only on the back of the unit itself.

Unless it's a custom AT power supply that somehow added a power on signal like ATX has, I can't think of any other way.

Could someone have just cut off the power switch? If so just add one on the loose wires.
