It comes down to culture. In the US, there's a culture of tipping and it's expected, almost like "service tax" and should be provided unless the service was below par. It's not just for exceptionally good service.

Here in Ireland, 10% is normal if you had, for example, a good meal with nice service. Excellent personal service might see a bit more, while disinterested staff and poor service won't get a tip at all. That way, most people strive to give as good a service as they can. Expecting or asking for a tip would be considered rude.

Doesn't go for bars though - there's no tipping the barman, otherwise we'd all be broke! ;-)
