Not all PowerSupply, works in the same way!
Some requires, minimum charge, to works correctly.

This is true, sometimes you'll see on PSUs +5V 2-15A or whatever. It's not that common, but it does exist, and PSUs like that won't switch on fully as a safety feature if the required load isn't present.
