You can get a 9 pin  to 15 pin adapter. They are very easy to obtain and are very inexpensive. Here's one I found on eBay.

But for the A1200 are you not looking for the 23 pin to 15 pin adapter? The video out on the standard A1200 is 23 pin. There are 23 pin to 15 pin adpaters that you can get. They are more pricey. Amigakit sell them, look here

or if you want to go for an up to date solution to conenct current monitors to the A1200 have a look at the Indivision AGA, pricey and you need to open your A1200 to fit it, but it supports monern monitors and gives you access to a much wider range of screen resolutions.

You could try using the Multiscan, DblPal, DblNTSC, Euro72, Super 72 monitor drivers in Devs/Monitors or if not Storage/Monitors. You say the horizontal scan rate is 31/80. Although these drivers only go as high as just over 29, I have had some success in getting them to work with an old CRT with a min horizontal frequency of 31.

If no joy you could try and source an old CRT like the Microvitec/Amiga 1438 monitor. They work perfect with AGA Amiga's but they are hard to find. Have a look on eBay and Amibay.

Or if you are happy to go with the TV option, go for a SCART connector. It offers higher quality than the RF jack. You can find these on eBay or at Amigakit:
