How can you be so certain? and will it be CSS capable?
Best bet for a CSS capable browser for 68k seems to be NetSurf, which is being actively developed.

NetSurf for 68k is functional and the last release I have tried v3.0 (
http://aminet.net/package/comm/www/Netsurf-m68k
) is pretty good. However the draw back is that it currently relies on SDL and only works on a 32bit screen, although this is being worked on.
