Ask Doomy. I think you'll find those are military spec RAM chips designed to survive an Electro-Magnetic Pulse and are for use in the A2000 only. 
Absolutely! That covering helps protect the chips like a Faraday Cage but in a smaller -portable- configuration. I believe Doomy would tell you that the technology is from Area 51 with some refinements done at Wright-Patterson AFB.
I believe you have to have MJ12 clearance to look underneath the shielding...
