I don't think it's legal (unless he legally acquired OS4) but it's certainly possible.  There have been hacked versions of OS4 floating around for ages which run on non-Eyetech hardware, and Mac OS X runs on Pear PC so there's no reason OS4 wouldn't too.

I don't think you're allowed to just download it.  You have to buy it (ok, it's not possible to buy it either but that's Hyperion's decision - if they don't want to allow people to buy their OS, it still doesn't mean you can download it legally).

But for people who bought an AmigaOne and a legit copy of OS4, or if their AmigaOne has died and they're stuck with a copy of OS4 that they can't use, the non-restricted version would be very useful as they could then run it on a Pegasos or on Windows under PearPC.
