Just by the whole PPC being for a small sum of money, that right there opens up the chance for it being a scammer...
Sucks to be a victim of this. It's the best to contact the bank. Though I dont know what they would say on who's fault it was from agreeing to transfer the money, then coming to them saying they didnt send the item.
My brother got scammed for a 2.4ghz p4 setup a year ago, and when he got the computer in, it was only a 700mhz AMD with 128mb ram and more crappy parts....... After trying to deal with the whole ebay thing and paying fines, he ended up loosing more money out of it and only got $40 in return???
Yea, pretty crappy stuff. Honestly its good to look at feedback or have some kind of a system where you can check the history.
