According to the FAQ page on Acard's web site, AEC-7722 is for ATAPI drives (i.e. CD/DVD drives). So it probably wouldn't work with an IDE hard drive.

The 7722 can be jumpered for single-ended operation, so that would be no problem. But it's not compatible with IDE hard drives, at least if Acard's FAQ page is to be believed.

Yes I think it might (in theory) be possible to flash different firmware.

By way of comparison, I have an external wide SCSI CD writer. Inside is a Sony CRX230EE ATAPI drive and an Acard IDE-SCSI converter. On the converter PCB is the text AEC-7720UW. So depending on the firmware, the 7720UW can handle ATAPI devices. [The Acard FAQ page says the 7720UW is only for IDE hard drives.]
