if you have it put the storage/monitors/vga-only file in devs/monitors. it may get dblntsc to show on a 31 khz monitor. better still put the productivity monitor driver there if you have it in storage/monitors.
so use your tv to show pal/ntsc then run prefs/screenmode and select dblntsc or multisync and see if it works on your vga monitor
