not exactly: the flicker fixer de-interlaces interlaced video output so it stops flickering. A scan doubler increase the frequency of non-interlace video screens eg PAL 15 khz (most PAL games )to 31.5 khz VGA enabling standard VGA monitors to display them. if you have a non-interlaced screenmode go through the flicker-fixer it still won't show on a standard VGA monitor.
