I will settle for 2 OUTs if available somewhere in the USA.

What type of synth are you looking for?  In the US, there's tons of used stuff available, much of it at dirt-cheap prices (for 80s/90s gear).

There are always some good options on eBay in the $150 range.  If your budget is $40, then you'll have to get very lucky indeed.
