It really depends on the will of the AROS devs, if they target 060 they should be able to build faster libs than the old ones which target 020 (at best!).
AROS 68k is compiled (targeted) for the 68000. This is less than optimal for the 68020+. There are a few 68k assembler support functions that are for a specific 68k CPU. AROS 68k should get faster but probably won't ever be as fast as AmigaOS 3.x because it's not as simple and multi-platform.
