I know its purpose is to move ADF files around but inasmuch as some models come
with a USB port couldn't it be used to copy data from an Amiga HD or connected
device (e.g. ZiP or Jaz drive) to a more stable media like flash drives?

No, Gotek, is a floppy drive emulator only. It can not store data in the way you want.
