Have you checked the fuse? Could also be a fault with the power switch/button. Otherwise, try a TV reapir shop.

Edit: I am in NO WAY suggesting you open the monitor case, just check the fuse (if you can do it safely), and check the action of the power switch. Jeez.

Monitor internals can be deadly dangerous. If your short on experience, a TV or monitor repair shop is the best answer.

Here in the UK, the fuse is located in the plug, and is perfectly safe to replace.
