The 30 second wait is to allow devices on the IDE bus to be detected, it's nothing to worry about.
As for the BPPC, it might be set to a 31KHz boot screen. I don't know if that will affect the output on the RGB port. Try it with a VGA monitor as suggested. If that works, hold ESC at power on to enter the BPPC menu and change the setting.
