There's no need for the AROS Team to get a different kind of license for AWeb: it's an external application, it doesn't need to be distributed together with AROS.

Anyway, being the one who's making AWeb compile with gcc, I can tell you that I'd not want AWeb to be part of AROS: without offense for Yvon, but it's pretty much spaghetti code, you can see how features have been "stratified" over other features, and the source code itself is in a very bad shape.

Moreover, AWeb requires classact/reaction, which AROS doesn't have, nor I think it'll ever have (we've got Zune, a replacement for MUI).

Granted, Yvon has made a great job (don't forget that AWeb is mostly a one-man project), but I think that AWeb, as it is now, is not easily expandable and modern features cannot be implemented without rethinking the whole engine.
