This is not a cheap idea, but how about TvPaint for the PC?

Its quite expensive, but if you have MorphOS, AmigaOS4 or Classic Amiga with RTG card I would recommend using TvPaint v3.6 which I find worlds best ever drawing program.

The Amiga version which ceased in 1996 is now freeware. Download and use worlds best paint program ever! Nothing beats it :)
