Yes, looking at the picture, there are only 2 simms. The middle simm slot looks empty. That might be the problem. Try booting it with no simms and then put them back in one at a time if it boots and put the second simm in the middle slot, not the last one. The jumper settings are in the reference in The Big Book of Amiga Hardware:
