The only thing they are not talking about pre-loaded is CONTENT:
Amiga Anywhere Applications will be available for the Sendo Z100 via download as well as by SD based Game Card's known as Amiga Anywhere Entertainment Packs.
AA is unabiguosly pre loded:

This has got to be the clearest press release including Amiga I have read form a third party for some time :-)
