I have a 2000 with a 030 card in it with 32 megs of ram. and a Piscao 2 video card. with a hard drive right now I have work bench 3.1 but have a 3.5 CD......what else is needed rto get on the net 
Get a Deneb and use a USB/Ethernet dongle and install OS3.9 so you can set up Genesis. Then track down the latest iBrowse (rather than AWeb), get a keyfile off the net (because you can't buy/register it any more) and you should be OK with a nice RTG display.
