maximum download and upload speed is regulated by your internet provider...you can degrade one or both using your head and coding a new program cause miami or genesis/amitcp haven't settings for that
anyways why you want degrade?

I know that sometimes is convenient degrade download speed to salve bandwidth for another tasks like browsing
but that is concerned to every task or program...because if the program that you are using use the full bandwidth and that program haven't settings you can't do anything

I think you are looking for a patch or program to regulate the bandwidth of any task....but I think that still not exists....
or maybe impossible to do
